The coming lively debate and discussion regarding moving toward a vehicle miles traveled (VMT) system is best illustrated in a series of Letters to the Editor in the June 30, 2014 Wall Street Journal. This is a sample.
"A toll tag in each car and thousands of toll readers? Call them a "stimulus." The government could mandate a tag in all new cars and require all existing cars to get one. If the owner can't afford one, the government would give them a subsidy. There would of course have to be some exemption for a variety of hardships, and a religious exemption for the Amish and others who ride in horse-drawn buggies and don't use electrical devices. Or, to ensure social equality we could add a horseshoe toll and create a federal department to administer it. All this will of course require considerable debate and legislation. We'll call it the Affordable Car Act (ACA), and if we hurry, it will be proudly referred to as ObamaCar."
