Infrastructure Leakage Index (ILI)

Link to a good paper on the subject.  Funding authorities and revenue bond investors might want to be thinking about a metric that measures water loss performance.  A "low" ILI could be the benchmark for investors - - demonstrating that a community or city is adequately funded for preventive maintenance activities.
