Cheap Water in Hot Places

Check out the water rates in El Paso, Texas - compared to the "cooler" and "wetter" parts of Texas.

Looking at places like El Paso and the Las Vegas Valley Water District you start to come to the conclusion that the farther you go into the desert, the cheaper the water becomes.

We like our hot places and cheap water (we really like our hot places and cheap water to be in the same place).  But in the era of extreme weather and climate change, we will probably have the ability to manage one of the two in the same place.
