The second season of the HBO news production Vice opened on Friday. The opening segment, entitled the Afghan Money Pit, covered the outrageous waste of money and resources in our efforts to aid Afghanistan. The segment included a trip to the $300 million Kabul electric power plant. The new plant sets idle - mainly because it produces electricity and no one can afford. Kabul actually gets its electricity from one of the other Stanlands to the north. Two technicians can be observed in the segment with Black & Veatch hardhats. I am assuming B&V designed the non-operational plant and the hardhats were either gifts or they were stolen.
More information on the history of the power project at link.
