Water Scarcity and Victorian Solutions

This is a link to a water report prepared by Merrill Lynch.  One point in the report should open the eyes and minds of many civil engineers.  It will be very difficult to apply "Victorian solutions" to complex global problems like water resource constraints and efficient wastewater treatment.  More systems thinking, more infostructure integrated into physical infrastructure, more innovation, more engineering that supports behavior modification, more resource decentralization, more risk management, more of a focus on system resilience - - more of a whole range of activities will be required that move us away from the age of Queen Victoria.
