A Paragraph to Ponder

From the October 31, 2012 New York Times by David Chen and Mireya Navardo - - For Years, Warnings That It Could Happen Here.  The quote from Gov. Andrew M. Cuomo on warnings regarding the potential for flooding during storms like Hurricane Sandy:

"The construction of this city did not anticipate these kinds of situations.  We are only a few feet about sea level," Mr. Cuomo said during a radio interview.  "As soon as you breach the sides of Manhattan, you have a whole infrastructure under the city that fills - the subway system, the foundation for buildings,: and the World Trad Center site.
